Have you noticed that every single Dem release (or agin release) goes to great lengths to keep calling it TABOR.
They apparently don’t realize that not everyone feels that TABOR has a negative connotation to it.
Yeah...apparently the DPW did a good job of making sure they all had their talking points.
this thing is PHONY!! The Madison pols can divert funds from schools and local governments and the schools and local governments are free to raise taxes to make up the difference. What are these guys smoking
Anonymous you apparently need to do some research.
One of the biggest problems for local governments is unfunded mandates from the state. This makes the state find a way to pay for them.
This also forces government units to ask hard questions and make hard decisions about what their communities priorities are.
If for some reason taxes need to be raised more the additional revenue must be approved by the voters. Oh no this sounds alot like democracy to me.

They are calling it TABOR because the term TABOR doesn't poll well. That's why the GOP changed the name.
Although the pols in Madison can divert funds and the local governments can increase taxes to make it up, another clause forces the state to reduce revenue in the same amount. So it's a net tax wash.
There's a couple of worrisome provisions, but overall, I can live with this.
The provisions that trouble me:
- A complete "hold blameless" for school districts that have declining enrollment. As one of the anons in the comments to Brian's initial take points out, "(l)ess kids should mean fewer expenses."
- The short-circuit of the "second consecutive Legislature" requirement for a Constitutional amendment relating to WTPA first pointed out by Owen.
Count me as being on board. Now we have to watch so the special interests, liberals and RINOs don't water the final version down.
I am sure about the so called wash statement but what is clear that the proposal is written to the advantage of Madison pols. Local Property Taxpayers are really shafted in this proposal. Look closely at the man behind the curtain. I want a hard TABOR not this sham!
anonymous, you keep talking about state pols diverting money away from the locals, forcing them to raise taxes: they could do that now. And they don't never have and never will. Instead, they keep pouring money INTO local govt, to take credit for LOWERING local taxes. And the shell game goes on and on. WTPA will cut the Gordian know of the state taking responsiblity for local taxes, while the locals get to take state money and spend away.
State pols will not take money AWAY from locals - any who did would get blamed for raising local taxes, just like now, and they'd fear they'd get creamed next time around at the polls, just like now. You will instead have status quo funding, and from here on out, controlled spending, and people won't get strapped with more and more importuning from spenders for more of their money. Spenders will have to go the voters, and say "may I?"
