Gotta be. On his mother's side, I believe. The dead, lifeless eyes give him away, along with the severe un-coordination and inability to add and subtract.

I'd try to do something similar with Gov. Doyle, but I cannot recall any pudgy, middle-aged, bald characters on Star Trek.
